How we are funded.

 

2009 First Levy Passed

The first levy was passed in 2009 and first collected in 2010. The levy is one mill, permanent, and is based on home values in 2010. Upon construction, new homes are added at their current value. The levy corresponded with the creation of the Recreation District and replaced two half-mill levies (one mill in the aggregate) collected by the township. The purpose of the levy was the following:

  • Launch the recreation district

  • Hire an Executive Director

  • Add online registration

  • Creating a maintenance division

  • Accelerate the Raccoon Valley Park Phase II build-out.

2020 Second Levy Passed

The second levy was passed in 2020 and first collected in 2021. It is a five-year, three-quarter mill levy based on home values in 2021. The purpose of the levy was to infuse one million dollars of capital and one million dollars of operating into the GRD’s budget over the five-year levy cycle. The purpose of the levy was the following:

Capital projects:

  • New maintenance facility

  • Pave the driveways and parking lots at Wildwood Park and Raccoon Valley Park

  • Construct the rotary pavilion at Raccoon Valley Park (including public restroom

  • Pickleball courts

Operating initiatives:

  • Additional staff

  • Medical benefits for employees (which were not in place before 2021)

  • Additional maintenance equipment

  • Capital equipment for programming.  

May 2023

The Granville Recreation District moved its office from the Granville School’s Admin Building. The move was based on the school’s lack of administrative office space. The move caused the GRD to allocate an additional $100,000 to administrative costs over the 5-year levy cycle. The GRD is grateful for the partnership with Granville Schools. The schools and GRD share facilities without charging one another a rental fee, which provides savings for their shared taxation district. That cost currently breaks down to approximately $50,000.  

The five-year, three-quarter mill levy will need to be renewed in 2025.
